            Delegate Perdue moves to amend the amendment on page 2, line 17, by inserting the following:

            “(c) The State Police shall collect statistics relating to the impacts to clandestine drug labs use and disposition, including statistics relating to the impacts on children and family members living in proximity to clandestine drug labs. Child Protective Services shall assist the State Police by providing general statistics relating to the number and disposition of children removed because of a family member’s operation of a clandestine drug lab. The State Police shall also report on the number of law enforcement investigations and relevant statistics relating to these operations, the number of prosecutions and convictions for operation of a clandestine drug lab, and other relevant data. The State Police shall also provide analysis of dangers and costs to first responders and law enforcement personnel managing clean-up of these operations.

            (d) The Health Department shall report on the public health impacts and exposures to persons associated with the operation of the clandestine drug lab, including any medical costa associated for responders and family members and other victims exposed to an operation. The Department shall also provide analysis of the number of structure condemnations and other public health impacts it deems relevant to the state of West Virginia.

            (e) The State Police and the Health Department shall each report to the Joint Committee on Government and Finance on December 31, 2015, and annually for two additional years thereafter. Both agencies shall also include in their reports any recommendations for the Legislature to undertake to address these impacts.”
